The Merchant League was established during the reign of the Kal-Oni Empire, spanning from 1016 to 1266. Its members comprised the influential merchant houses of Paradomea, then a modest fishing port, and companies managed by the Nermaneans of Bathor. It is widely believed that these Nermaneans, with occasionally ruthless business tactics honed during the Nermanis Syndicate's heyday, were the driving force behind the effort to unite the merchant houses.

When the Kal-Oni Empire fell in 1266, the Merchant League assumed governance over Paradomea akin to that of a syndicate; their charter closely mirroring the Coin Bylaws which had once directed the Nermanis Syndicate.

In 1282, the Merchant League and the Council of Bile ratified the LHWTA, which demarcated territorial boundaries, trade agreements, and spheres of influence. Later that same year, the Merchant League convened a central governance body, giving rise to the Paradomea Syndicate with Paradomea as its capital.

In 1290, consolidating their authority and devotion to the nation's syndicate interests, nine members of the Merchant League forged a pact, each becoming a lich to serve the interests of the company first, the Paradomea Syndicate, and their own ambitions second. Dissolving the Merchant League and nullifying numerous debt instruments in the process, they established a new organization called the Council of Nine.
