The Mutant Progress Bureau was established to investigate the mutative characteristics of deep rocks. Initially, the purpose was to determine how long miners could be exposed to the material without lethal consequences. This mining of deep rocks transpired deep beneath Paradomea City, on the periphery of its sister hold, Undercity. On the outskirts of this city lies the Gandûm-Thûr mines, an area rich in silver and crystal veins that, prior to Undercity becoming a holding of Paradomea, had largely been avoided. It was mined by the unliving, such as golems and mutants. However, there were never enough of these laborers, resulting in a slow and costly mining process.

The hardy deep-dwelling miners of Underdark had long understood that the profound depths harbored grave perils, with lasting impacts on the bloodlines of those exposed. The earliest recorded instance of mutation emerged from Undercity Camp 4, where a resilient miner became genetically altered through prolonged immersion in the deep rock strata. Now immune to the dangers, the transformed dwarf took on a sponsor and began charging exorbitant rates for his labor. In time, his newfound prosperity made him a marked target.

In the Second Epoch, Syndic Lasestrov endeavored to uncover methods for mining the bountiful deep rock regions and their accompanying wealth without incurring catastrophic losses to his labor force from exposure. This undertaking prompted the founding of the Mutant Progress Bureau. The bureau's scientific inquiry concentrates on subjecting test subjects to the deep rocks.
