Rayatibrûs was rebuilt during the Black Tide War (1465 - 1486). Its settlers were refugees fleeing the Lands of Purity in the final days of the Farinteen Dynasty. Ships of the Ora Tubruš transported them southward to the ports of Ivory Asylum. By the time the first boats arrived, the empire's economic climate and the government's stance on the refugee situation had shifted. They could be returned to Farinteen or resettled along the coasts of Orachan, and most opted for the latter. Approximately 3,000 of them reoccupied an abandoned fort and town that had once served as an Elderaunt whaling station, renaming it Bueratum in honor of a fallen freedom fighter who perished while opposing the Black Tide general Pinth.

Bueratum, frequently alluded to as the "City of Lighthouses," is situated on the eastern shores of Pipe Home. The municipality boasts a substantial seaport, meticulously designed by Ivory Asylum engineers. Bueratum is a net exporter, with salt and tobacco comprising its principal exports.

The realm's initial mercantile exchange was established in this city. It is known as the Mercantile Exchange. This exchange propelled Bueratum onto the global stage. It has rendered the city prosperous and led to plundering and piracy.

The two principal menaces to the tranquility of this city-state and others like Pipe Home are the werewolf marauders originating from Kudyast and the Ba'lith. When besieged at sea, Bueratum retains mercenary vessels or seeks assistance from the Ivory Asylum.
