The Sekbire Pact was a military alliance between the Black Tide and the Tormoran Federation. It was forged by Dead Counselor Sekbire, then a second-in-command figure under Dax Jagg. In exchange for right-of-passage and safe haven in the Tormoran Federation, Black Tide armies were to assist the federation in capturing holdings and territory from the Toomrur Hegemony. The amassed armies of the Sekbire Pact were so formidable that they launched two simultaneous operations. One army group advanced westward and attacked the Toomrur Hegemony, while the other group traveled eastward, assaulting the forces of the Council of Bile and Celebriän, who were themselves engaged in a military alliance against the Orchish Empire in a conflict known as the Grashakh Front. This Grashakh Front was part of the larger struggle called the Chaos War. It is widely believed that the Sekbire Pact intervened in the Chaos War to alleviate some of the pressure on the Orchish Empire, which was facing a civil war following the demise of Emperor Blac'drugulois at Surkiln. Monty the Mad approached Sekbire at Korbortun and arranged for a military diversion in eastern Grashakh, which the Tormoran Federation then capitalized on by attacking the Toomrur Hegemony.

Nobody understands the reasons behind the Black Tide's alliance with the Tormoran Federation. The Black Tide, headquartered in Necrocrypt, was situated far from their territories and engaged in combat near the heart of Brucrumus. They employed oceanic vessels, river barges and ships, skyships, and teleportation magic to transport their troops and supplies to eastern Grashakh. They utilized the Viiz Bo to travel north from the bay Veysed Vaal. Once in eastern Grashakh, they either marched west to Korbortun or east to Khatúlg. This conflict, instigated by the Sekbire Pact, became known as the Lich Front.
