The Toomrur Hegemony is an empire forged from numerous humanoid tribes spanning across eastern Grashakh and Miradelgûn. Its two principal holdings are Gúra and Bughor, the latter serving as the empire's capital. Both of these cities were established during the Horgon Era by Ogre Lords. They battled the multitude of humanoid tribes surrounding them, and once those were pacified, they turned their sights on one another. Both Gúra and Bughor, as well as many smaller settlements, changed ownership dozens of times, suffering destruction and abandonment, only to be later occupied and rebuilt. Often considered cursed due to the countless battles fought within and around them, the Toomrur always returned to reclaim these hallowed places that had restored their people's standing after being driven out of the Aerie of Dragons by the Zeymah'kein.

In the early 1500s, the Toomrur and other humanoids of eastern Thingrorn faced near subjugation by the Orchish Empire. In the First Ogre War (1505 - 1511), the city-states Dumugon and Khatúlg united against the Orchish Empire. The conflict ended in a stalemate, with the Orchish Empire retreating to their borders west of the mighty Dargirth River.

The period that followed the First Ogre War was marked by instability and internal feuding between rival shaman sects, conflicts between city-states and satraps, as well as rivalries among the Ogre Lords. These tumultuous events, spanning nearly a century, became collectively known as the Satrap Wars (1514 - 1604). The Orchish Empire often provided covert funding, further exacerbating the instability that drained the lands claimed by the Toomrur.

In the year 1802, two charismatic leaders entered the political landscape of Toomrur. These were Mordkon and his cunning ally, the dracolich Torfillifus. Their aim was to fill a power void. Supported by inside information provided by shamans loyal to Graz'zt, as well as disenfranchised Ogre Lords, they swiftly crushed any internal opposition and established themselves as the new masters of the region.

On 19 Brightstar 1802, they united the hordes and holds from Gúra to Bughor, becoming the Toomrur Hegemony. The nomenclature evoked a degree of commotion, as the goblins outnumbered the ogres, yet they conceded to the designation of the Toomrur Hegemony in lieu of the Toomrur Union. This did not sit well with the Toomrur. Persuaded by Mordkon, they were compelled to relinquish something. Those who dared to cause disruption convened with Torfillifus, which typically culminated in their demise.

In 1804, the empire embarked on a conflict with Crimson Eye. This campaign, known as the Crimson Offensive (1804 - 1810), resulted in the empire's defeat, leading to the cession of Norgtrum and the hills of Gudrall.

In the Third Epoch, the dictator Mordkon compelled the populace to venerate the demon lord Graz'zt. This precipitated the Dark Prince Civil War (1818 - 1821), which terminated the worship of Vaprak and gave rise to the Church of Graz'zt.

The promotion marked a significant milestone for Graz'zt. His faith was firmly rooted and had become deeply entrenched, with his flock of devoted believers serving as a source of divine power. Precisely five years after the Dark Prince Civil War, Graz'zt relinquished his status as a Cult Power and ascended to the rank of Demigod.

The primary export of the Toomrur Hegemony is salt. They command the most substantial salt repository on Brucrumus, a locale designated as Zakthol.

The Toomrur Hegemony joined the Chaos War when the Sekbire Pact attacked them from the territories of the Tormoran Federation. During the Lich Front, the Toomrur Hegemony suffered significant losses, forfeiting the cities of Khatúlg and Gothmak, as well as all land west of the river Viiz Bo in Thingrorn.

All the hobgoblins and nearly half of the empire's goblins are held in servitude. The hobgoblins, long adversaries of the Toomrur, are consistently made slaves. The enslavement of goblins stems from unpaid debts, banditry, and various other justifications. Unlike the hobgoblins, they possess the ability to purchase their liberty, and on occasion, earn it.

The Toomrur Hegemony possesses a variety of voidships. These vessels are constructed utilizing technologies acquired from the Khazarkar Empire.
