General Gorarmarg Tormoran was a hobgoblin who once served as a general of the Orchish Empire. He fled the Orchish Empire due to substantial gambling debts, which he owed to influential individuals and organizations that even the High Command could not protect or assist him with. Tormoran returned to Korbortun and worked his way into the city's military elite. He possessed remarkable renown and charisma, which enabled him to rally many hobgoblin tribes to form a federation. Those tribes that refused to join were destroyed. In the Year 1402, Gorarmarg and fifteen hobgoblin chieftains established the Tormoran Federation.

The federation currently consists of over 40 hobgoblin tribes. They maintain a vast slave population of goblins, who are readily equipped for combat during times of war. These ill-disciplined troops are often employed as expendable forces by the empire's armies. Many generations of these beings have endured the domination of the hobgoblins and now serve as compliant slaves, having been indoctrinated over time to accept the notion that it is their obligation to serve their hobgoblin overlords.

The Tormoran Federation unites to counter any sizable menace posed by the Orchish Empire. However, they often engage in conflict with one another, conducting raids, plundering, and looting as each clan deems essential.

In the year 1526, the Tormoran Federation expanded its territorial dominion into the region known as Hells Womb. During the final year of the Hobgoblin War (1526 - 1528), the city of Vrak-Tror was militarily annexed, becoming a Tormoran holding.

The Tormoran Federation once revered the deity Coeus. His demise at the hands of the hell knight Raxcvillibus left their priests powerless and their populace bereft of a divine patron. Into this religious void came Thasmudyan. For a time, Sekbire, second-in-command to Dax Jagg, led the empire's Church of Thasmudyan. In 1832, he forged a military alliance between the Black Tide and the federation, known as the Sekbire Pact. Within the Lich Front, they captured the city of KhatĂșlg.
