Sarurkane Branda, a renowned merchant master of Paradomea City, ascended to the prestigious position of Syndic within the Council of Nine on 19 Bliss 1290, prior to the city's transformation into the capital of the Paradomea Empire. As part of this appointment, he relinquished his mortal state, embracing the immortal existence of a lich.
For the majority of his initial century on the Council, he accomplished little. This was largely due to the cost of bribes and naval clashes with the pirates of the Buccaneer Archipelago. In 1388, he forged the Westerlies Agreement, a trade pact between Paradomea and Ivory Asylum. This initiated joint policing of trade routes between the northern coasts of Izagunbar and the southern coasts of Hells Womb. For Ivory Asylum and Paradomea, this ushered in a period of prosperity lasting over seven decades. However, this began to decline during the Black Tide War ( 1465 - 1486 ) , with trade dropping sharply in 1465 when Ivory Asylum lost their colonial capital, Ivory Ward.
Sarurkane gained notoriety and prominence on the Council of Nine during the Black Tide War. Rather than get involved in a conflict he believed would soon subside, he advocated for neutrality with the Black Tide. His strategy of neutrality and profiting from war production was unanimously approved by the other members. In 1466, a pact of neutrality known as the Nullattîm Balance was signed between the First Dead Council and the Council of Nine.
The Black Tide War proved to be more protracted than anticipated. Contrary to the Council's Warmaster's forecasts, the Black Tide of Thasmudyan did not deplete its military forces; instead, their undead armies gained momentum as they advanced into the Lands of Purity.
