At the conclusion of the God Era, the Hall of Edicts promulgated a decree to all Higher Powers stipulating that direct intervention in the Mortal Systems would result in punishment. This penalty would be administered through economic measures or military force. A legislative body was established to execute the directives of the Hall of Edicts. The enforcers of the punishment would be determined as circumstances required.

In the Horgon Era, the Mandate of the Heavens was gradually losing its effectiveness. The most notorious deity to defy it without repercussion was Poseidon. Twice during this period, he decimated mortal populations on the world Bal-Kriav - first through the Sundering of Ghol Markúl, and later by instigating the Sinking of Hleirim.

The Balance, established in the initial year of the First Epoch, was formed to enforce the Mandate of the Heavens. One of their inaugural actions was elevating Talos to a Higher Power, a counterbalance to Poseidon's endeavors, and potentially, in half a millennium, a dilution of Poseidon's divine power.
