In 159 HE, the weakened empires of Krak-Oth, Neld-Rac, and Rioch Tetrax united to form the Horgon Confederacy. The three founders aimed to enhance internal security, safeguard the current bearers of the Torc of Maen Grirngrim, and avert another Torc War.
The Durkoth are the preeminent force due to their advanced civilization, technology, and intellect. We can either cooperate peacefully and acknowledge their supremacy, or suffer a crushing defeat and be compelled to serve as slave soldiers for three generations like the Sussgurd. If we acquiesce peacefully, we need only submit to one generation of servitude.

Horgon's social structure was dominated by the Durkoth, the highest class with the greatest rights and privileges. Below them were elite elemental soldiers of the Hydrocur and Laupha races, forming a formidable warrior class. The next tier comprised freed slaves, who had earned their liberty through various means such as time, service to the empire, or payment. The lowest group were the slave class, who had limited freedoms but could be conscripted into military service or forced labor without trial, often comprising Sussgurd, Theegan, and Dromite people subjugated during the Torc Wars.
In the year 537 HE, a small population of Durkoth and their minions fled a massive illithid invasion. This conflict, the Second Suellk Invasion (430 HE - 537 HE), culminated in the end of Horgon civilization on the world of Osâchar.
Aftermath
The venerated leaders, the Saints of Maen, alongside countless followers, escaped their homeworld aboard the Helas Vessels. After traversing the boundless Void, they drifted for three centuries. In 862 HE, their dramatic arrival was heralded by four thunderous sonic booms, as the last survivors of the Horgon civilization found a new home on the world of Bal-Kriav.
