Malacost was built upon a federation of racial groups that united during the Black Tide War ( 1465 - 1486 ) . These were peoples besieged by undead legions and their leaders, the Dead Council. When Vraga Moltus fell in 1486, so did the Farinteen Dynasty. The fortunate survivors sought refuge in the redoubts and bastions scattered across the Slafknara Forest and surrounding highlands. This rugged, highly defensible region became the heart of the resistance, a bulwark against the Black Tide. Elven soldiers of the Voldanwen, Gimrune of As'lumix, Forstneblin of Voruner, and dwarves of Maharâg and Bokgruma fought alongside Farinteen 's refugees. For three decades, they held their ground against the relentless assaults of the Black Tide, rebuilding and preparing for the next great conflict between good and evil.

At the outset of the Athenian Crusade ( 1539 - 1551 ) , the forces of the Holy Quinary maintained control over a region stretching from Gudgrid to the Lerchadan River. The Tragaran contingent of the Holy Quinary were predominantly former Farinteen citizens, centered in Iglutt, the epicenter of Athenian worship. They led the charge against the Black Tide, securing a significant victory at the Severed Neck Battle. Twelve years of conflict ensued, with the holy armies gradually pushing the Black Tide out of the Lands of Purity. Malacost, a prominent thinker of the era, proposed the use of the Articles of the Four Peoples to form a federation for collective defense, shared laws, and the general unity of the races comprising the Holy Quinary. Of these, the Forstneblin city-state Voruner, the dwarven citadel Bokgruma, and the Tragaran strongholds of Phanax, Milithian, and Iglutt opted for this federalist approach. The remaining parties of the Holy Quinary returned to their homelands, with the people of Maharâg, long under Katrana 's sway, retreating to their mountain of power, engaging in trade and offering assistance as it suited their best interests. The Voldanwen went back to the revived Galadriel Kingdom, while the Gimrune returned to their cliff city overlooking the Galathien Sea.

On 17 Brightstar 1551, the Country of Malacost was founded. It developed into a federation of states, a democracy that ensured equal representation for the diverse populace inhabiting its territories. Referred to as either Malcost or the Country of Malacost, the nation was named in tribute to the visionary who had proposed its establishment; Malacost himself passed away a month prior to the ratification of the national charter.

The democratic government of Malacost champions the collective interests of all races within the nation. Solely a regime that is just and impartial, governed by the populace, for the populace. As per the Articles of the Four Peoples, these serve as the fundamental tenets of Malacost.
